Opening remarks[]
For Captain Povey, everyday in his office is a new challenge and a fresh problem. For him every directive from Whitehall is like a crossword or a jigsaw puzzle, and he can't solve those either. But today he is in his element, which is a room next door to his office. He's busy interviewing new recruits to The Royal Navy. He's working on the theory that the more sailors he has in his command, the better are the chances that he'll keep his command. A theory that is probably doomed to failure but let's see how he's getting on.
